It can be, especially if you are making several long-distance journeys within Hokkaido. For a simple Sapporo-based trip with only one or two excursions, individual tickets or a smaller regional pass may cost less.

The Hokkaido Rail Pass is available to travelers who hold a non-Japanese passport. You must present your valid original passport when purchasing or exchanging the pass.

Traveling from Tokyo to Hokkaido?
The Hokkaido Rail Pass does not cover the Hokkaido Shinkansen, so a trip from Tokyo or Tohoku into Hokkaido requires separate planning. Compare individual tickets, the nationwide JR Pass and passes designed for travel between eastern Japan and Hokkaido.
Which Hokkaido Rail Pass Should You Choose?
JR Hokkaido offers smaller regional passes in addition to the full Hokkaido Rail Pass. If your trip is centered around Sapporo, one of these cheaper passes may be a better fit.

How to Buy and Use the Hokkaido Rail Pass
You can arrange the Hokkaido Rail Pass before arriving in Japan or purchase it at designated locations in Hokkaido. Pre-purchase prices are generally lower than buying the pass after arrival.

New from October 20, 2026: Passport-Reader Ticket Machines
From October 20, 2026, JR Hokkaido will introduce multilingual ticket vending machines with passport readers at Sapporo Station and New Chitose Airport Station.
Eligible international visitors will be able to purchase or exchange rail passes by scanning their passport at these machines, without needing to wait at a staffed ticket counter.
Bring Your Original Passport
You need your valid original passport when purchasing or exchanging the pass. A passport copy or residence card is not accepted as a substitute.
If you purchased through JR-EAST Train Reservation or bought an exchange order overseas, also have the required reservation information or exchange order ready when collecting the pass.
Using the Pass at Stations
Once you have the rail pass, insert the pass itself into eligible automatic ticket gates when entering and leaving JR stations.
Keep the pass safe throughout your trip. A lost or stolen rail pass cannot normally be reissued.
Remember to Reserve Limited Express Seats
All JR Hokkaido limited express trains now operate with reserved seating only. If you plan to use a limited express with your Hokkaido Rail Pass, obtain the required reserved-seat ticket before boarding.
Seat Reservations with the Hokkaido Rail Pass
Ordinary-class reserved seats are included with the Hokkaido Rail Pass on eligible trains, so you normally do not need to pay an additional reservation fee.

- Use a reserved-seat ticket vending machine at participating JR Hokkaido stations after receiving your rail pass
Limited Express Trains Require Reservations
All JR Hokkaido limited express trains now operate with reserved seating only. Obtain your reserved-seat ticket before boarding.
This includes major intercity services such as Hokuto, Ozora, Tokachi, Kamui, Lilac, Okhotsk, Soya and Sarobetsu.
Some Sightseeing Trains Have Different Rules
Some temporary and sightseeing trains cannot be reserved through JR-EAST Train Reservation and may require a different booking method.
In particular, Hokkaido Rail Pass holders currently need to pay an additional reserved-seat charge when riding SL Fuyu-no-Shitsugen.
Check the individual train’s reservation rules if a sightseeing train is an important part of your itinerary.
During busy travel periods, popular trains can fill up, so make reservations as early as practical once your itinerary is confirmed.
Hokkaido Rail Pass FAQ
Does the Hokkaido Rail Pass cover the Hokkaido Shinkansen?
No. The Hokkaido Shinkansen is not covered by the Hokkaido Rail Pass. Travelers arriving in Hokkaido by Shinkansen need a separate ticket or another rail pass that covers that journey.
Does the Hokkaido Rail Pass cover Sapporo subway trains?
No. Sapporo’s subway and streetcar systems are not operated by JR Hokkaido and are not included in the Hokkaido Rail Pass.
Do I need to reserve seats?
Yes for JR Hokkaido limited express trains, which now operate with reserved seating only. Obtain a reserved-seat ticket before boarding.
Should I buy the 5-, 7- or 10-day pass?
Choose based on the consecutive days containing your most expensive rail journeys. If several days are spent sightseeing locally in Sapporo, you may be able to fit your intercity travel into a shorter pass.
Is the Hokkaido Rail Pass worth it for Sapporo and Otaru only?
Probably not in many cases. If your trip is mainly limited to Sapporo and nearby Otaru, individual tickets are worth comparing before purchasing a full Hokkaido Rail Pass.
Can I use the Hokkaido Rail Pass to travel from Tokyo to Sapporo?
Not for the entire journey. The pass does not cover the Hokkaido Shinkansen or JR services outside Hokkaido, so you will need another rail pass or separate tickets for the journey into Hokkaido.
